Declare: Say something in a solemn and emphatic manner.
Solemn: formal and dignified, characterized by deep sincerity.
Emphatic: showing or giving emphasis; expressing something forcibly and clearly. (Oxford Dictionary)
There are many ways to declare ideas and thoughts. When we declare ideas and thoughts with sincerity and in dignified ways and organize those ideas and thoughts, we can be prepared to formally express them in ways that enter into the heart of others clearly and forcibly—giving emphasis on the specific idea we intended to express.
When you organize your ideas and thoughts to this end, declare it to the person or group the Holy Ghost has been guiding you to share them with.
